How Much Does a HAZOP Study Cost? What Drives the Price
Almost no consultancy publishes anything about HAZOP pricing, which is probably why you are reading this after finding three websites that told you to request a quote. The reluctance is understandable, since cost varies enormously with facility complexity. But it leaves buyers unable to budget, and unable to tell whether a proposal that is half the price of another is good value or a study that will not survive an audit.
This article explains how HAZOP quotes are actually built, what moves the number, and the largest cost in most studies, which is usually not the consultant fee. How a HAZOP Quote Is Built
Nearly every credible quote has two components. Fixed costs cover preparation, node definition, drawing review, report writing, and technical checking. That block stays broadly constant regardless of study length. Variable costs cover facilitation and scribing during the sessions, priced per session day.
This is why a one-day study is never priced at one-fifth of a five-day study. The first day carries a disproportionate share of the total, and each additional day costs materially less. Published pricing from consultancies that disclose their structure shows roughly a two to three times ratio between the first day and each day after it.
The Primary Driver: Node Count and Throughput
A HAZOP examines the process in sections called nodes. Total session days is essentially node count divided by the throughput a facilitator can sustain, and that single calculation determines most of the price. Published benchmarks indicate around three nodes per day on studies in the forty to fifty node range, though that shifts with how large the facilitator defines each node.

This is why a lump-sum quote tells you very little. Two proposals for the same plant can differ by half simply because one assumed twelve session days and the other assumed twenty. Ask both bidders what node count and nodes-per-day rate they assumed, and reconcile that before comparing price.
What Moves the Number Up or Down
- Drawing quality. Out-of-date P&IDs are the biggest avoidable cost. Sessions stall while the team establishes what is actually installed, and every hour lost is billable.
- Node complexity. A storage and transfer node moves quickly. A reaction node with multiple feeds and several interlocks can take most of a day on its own.
- Remote versus on-site. Remote removes travel and mobilization costs, which matters most for remote sites and international work. Throughput is slightly lower, offsetting part of the saving.
- Facilitator experience. Day rates vary by a factor of two or more. A higher rate that sustains better throughput frequently produces the lower total cost.
- Scribing model. Some quotes include a dedicated scribe, some expect you to supply one, and some have the facilitator scribe, which slows the study. Confirm which you are being quoted.
- Region and mobilization. Gulf engagements often carry visa, mobilization, and site-access costs, plus operator-specific methodology requirements that extend preparation time.

The cost most operators never budget A HAZOP needs six to eight experienced people present throughout. A twelve-day study with seven internal participants consumes roughly eighty-four person-days of senior engineering time, which frequently exceeds the entire consultant fee. Because internal time dominates the real cost, the variable worth optimizing is session efficiency, not day rate. A facilitator who finishes in ten days rather than fourteen saves you four days of fees and twenty-eight person-days of your own people. |

The revalidation discount is real but conditional. Where intervening modifications were not tracked, reconstructing the change history costs more than simply re-studying the plant. If your change records are patchy, budget for a full study. And if the work needs to feed SIL determination afterwards, say so at quotation stage, because a HAZOP scoped purely for compliance often records scenarios at a depth that will not support LOPA later.
What Makes a HAZOP Cost More Than It Should
- Out-of-date drawings that get corrected during sessions rather than before them.
- Incomplete team attendance, which parks nodes for revisiting later.
- Scope defined by the client without facilitator input, producing optimistic node counts and later variation orders.
- Design decisions made inside the session. A HAZOP identifies deviations; it is not the place to redesign the process.
- No pre-read, which costs most of the first day on orientation.
How to Get an Accurate Quote
Send the following and most competent providers will give you a defensible number without a lengthy discovery process:
- Current P&IDs, or at minimum the count and revision status
- A short process description and the materials handled
- The trigger: new build, modification, revalidation, audit finding, or contract requirement
- Whether SIL determination will follow
- Previous HAZOP report and date, plus management of change records if seeking a revalidation
- Site location and whether remote, on-site, or hybrid delivery is acceptable
- Any operator standard the study must follow, such as a Saudi Aramco or ADNOC methodology
- A provider who quotes without asking for most of this is guessing, and the gap will surface later as a variation order.
